The code is from the relay unplugged. The ECM is not seeing the relay. Try disconnecting the main power cable for the relay instead. The relay will still work. Just no longer supply power to the grid heater. I see no sensors for the grid heater circuit. See what you if any code you get after restoring the relay. The cycling is normal I think until the truck warms up.
